WebIt's like a pyramid of ingredients to craft the high level decks. A level 1 costs just runes (15), but a level 2 requires a level 1 deck as well as runes. And a level 3 deck costs a level 1 and a level 2 deck as well as runes. Those extra level 1 decks really help a lot to offset the rune grinding to make better decks.
