Looking at the picture of the head and yellow paper, it is clear that the head was never hot tanked as the paper states. Take it to a dealer. The will stick a camera into a spark-plug hole to check for cylinder wear. If the say it is shot, buy another or spend around 5K to replace the engine. Low compression generally means a bad engine.
